Many efficient PSUs use a zero-RPM or semi-passive mode. Their fans remain stopped at low loads and start only after a temperature or load threshold is reached.
PSUs contain high-voltage capacitors that can retain a dangerous charge after disconnection. IT support technicians should not open a PSU unless specifically trained and equipped for such repairs.
