Imagine an election where every voter casts exactly the same ballot, but the country counts them under a different rule. The winner changes. The number of parties in parliament changes. Whether one party governs alone or has to form a coalition changes. Nothing about public opinion moved — only the arithmetic used to convert votes into seats.
That conversion rule is the electoral system, and it is one of the most consequential and least discussed pieces of machinery in any democracy. This article explains the main families of systems, what each one tends to produce, and the trade-offs that people who study them argue about.
First-past-the-post
Also called single-member plurality, this is the simplest system in use. The country is divided into districts. Each district elects one representative. Whoever gets the most votes in that district wins — not necessarily a majority, just more than anyone else.
A worked example makes the consequences visible. Suppose a district votes:

Party A takes 100% of the district’s representation with 35% of its votes. The other 65% of voters elect nobody. Repeat this across hundreds of districts and the national picture can diverge sharply from the national vote share — sometimes in a way that rewards a party with geographically concentrated support and penalises one whose support is spread thinly everywhere.
Variants exist that address the “winner with a minority” problem within the district. The two-round system holds a runoff between the top candidates if nobody clears 50%. Ranked-choice voting (also called instant-runoff or the alternative vote) asks voters to rank candidates and eliminates the lowest one repeatedly, transferring their votes, until someone has a majority. Both still elect one person per district.
Proportional representation
Proportional systems start from the opposite goal: a party that wins roughly 20% of the votes should hold roughly 20% of the seats.
The most common form is the party-list system. Districts are larger and elect several representatives each. Parties present lists of candidates, and seats are distributed in proportion to each party’s vote share using a mathematical formula — the D’Hondt and Sainte-Laguë methods are the best known.
- Closed list: the party fixes the order of its candidates. Voters choose a party; the seats go to the names at the top.
- Open list: voters can express a preference for individual candidates within the party’s list, influencing who gets in.
Two design details matter enormously and often go unnoticed.
- District magnitude — how many seats each district elects. A district with three seats cannot be very proportional; one with twenty can be. Proportionality is largely a function of this number.
- Electoral threshold — a minimum vote share, often somewhere between 2% and 5%, that a party must clear to receive any seats at all. Thresholds deliberately trade away some proportionality to limit fragmentation.
A distinct proportional family is the single transferable vote, used in multi-member districts where voters rank individual candidates rather than choosing a party list. It produces broadly proportional outcomes while keeping the focus on people rather than parties, at the cost of a more complex count.
Mixed systems
Many countries combine both logics. Voters cast two ballots: one for a local district representative, one for a party.
- Mixed-member proportional: the party vote determines each party’s total entitlement, and list seats are used to top up whatever the party won in districts. The overall result is close to proportional while every voter still has a local representative.
- Parallel or mixed-member majoritarian: the two tiers are counted independently and simply added together. The result sits somewhere between the two families without being fully proportional.

Political scientists have long observed a regularity here, often associated with the French scholar Maurice Duverger: plurality rules in single-member districts push systems toward two dominant parties, because voters anticipate that supporting a third party is unlikely to yield representation. Proportional rules remove much of that pressure. Like most social-science regularities it describes a tendency, not a law — real countries deviate for historical and regional reasons.
The trade-off at the heart of the debate
Reasonable people disagree about which system is better, and the disagreement is usually about which value to prioritise rather than about the facts.
- The case made for majoritarian systems emphasises clear accountability — voters know which single party to credit or blame — decisive governments that can act without prolonged negotiation, and a direct, identifiable link between a constituent and one representative.
- The case made for proportional systems emphasises that far fewer votes are wasted, that minority viewpoints gain representation, that governing coalitions must build broader agreement, and that turnout is often higher where voters feel their ballot counts.
- Counterpoints on both sides are equally standard: critics of majoritarian rules point to large gaps between vote share and seat share; critics of proportional rules point to fragmented parliaments, lengthy coalition negotiations, and post-election bargaining that voters did not directly authorise.
There is no neutral answer, because the systems optimise for different things — and any country’s choice is also shaped by its history, its geography and the interests of whoever would have to vote for the change.
Conclusion
Electoral systems are not neutral plumbing. They are choices about what an election is for: producing a decisive government, mirroring the electorate as faithfully as possible, or something in between. Knowing how the rules translate votes into seats makes it much easier to read an election result — and to understand why the same numbers can mean different things in different countries.
