If the person is conscious but appears confused, they may be in shock. Lay her on her back, elevate her legs and cover her with a blanket to help improve circulation.

The best way to treat drowning is to prevent it. Always supervise children near water, learn to swim, don't swim alone, and avoid alcohol and drugs when swimming or boating.
