Why campaign structure is where most budget waste happens
In Meta Ads, waste usually comes from two problems: (1) mixing different jobs inside the same campaign (testing, scaling, retargeting), and (2) letting audiences overlap so multiple ad sets compete for the same people. A simple, repeatable structure prevents both by separating intent stages and separating experimentation from execution.
The replicable funnel structure
- Prospecting: reach new people who have not engaged or purchased recently.
- Retargeting: re-engage people who showed intent (visited, engaged, added to cart, etc.).
- Retention (when applicable): sell again to existing customers (upsell, replenishment, cross-sell).

Audience overlap happens when two ad sets can reach the same person. Meta then has to decide which ad set enters the auction, and you can end up bidding against yourself, fragmenting data, and increasing cost.
Simple overlap rules you can apply immediately
- Stage separation: Prospecting excludes recent engagers/visitors/purchasers; Retargeting includes them; Retention includes purchasers only.
- One “home” per person: a user should qualify for only one stage at a time (as much as possible).
- Use exclusions consistently: apply the same exclusion sets across prospecting ad sets so they don’t drift.
- Don’t slice too thin: too many similar interest ad sets often overlap heavily; prefer fewer, clearer buckets.

Budgeting is not just finance; it’s also how you control learning. The two common approaches:
- ABO (Ad Set Budget Optimization): you set a budget per ad set.
- CBO (Campaign Budget Optimization): you set one budget at campaign level; Meta distributes it across ad sets.
When to use ABO
- Testing when you need each ad set to get spend (e.g., testing 3 audiences fairly).
- Small accounts where you can’t afford Meta to “ignore” a test cell.
- Strict budget control per audience or per geo.
Trade-off: ABO gives control, but it can be less efficient because you may force spend into weaker ad sets longer than necessary.
When to use CBO
- Scaling when you already have proven ad sets and want Meta to push budget to what’s working.
- Simpler management with fewer ad sets and stable structure.
- Learning stability because you’re not constantly adjusting multiple ad set budgets.
Trade-off: CBO can concentrate spend quickly, which is great for efficiency but can starve new tests unless you use safeguards (like fewer ad sets, clearer differentiation, or minimum spend rules if available).
